But formally and in theory the bureaucracy is merely a means, and this is largely true also in practice: someone must provide policy direction and back the bureaucrat up (if necessary) with force. At the top of a bureaucratic organization, there is necessarily an element which is at least not purely bureaucraticââ¬â¢, SEO, p. 335, to give policy direction. In the middle ages the most effective kings ruled from horseback: they travelled round the country, armed, accompanied by armed men, and enforced their will. They were prepared if necessary to enforce their will on their armed companions by personal combat, though their prestige was such that t his was seldom necessary. The king was accompanied also by ââ¬Ëclerksââ¬â¢, i. e. lergy, who could read and write, who took along a chest containing records and writing materials; the modern bureaucracy developed from this. In modern countries the ruler does not have to fight in person, or travel round much; he or she rules by sending messages, through a bureau. The messages are usually acted on mainly because of the governmentââ¬â¢s moral authority or prestige (a ââ¬Ëstatusââ¬â¢ phenomenon), but also because they can be backed by force, by a ââ¬Ëstaffââ¬â¢ of police or soldiers. As Weber points out (e. g. SEO, pp. 330-1), armies have been bureaucratized. Napoleon had to watch his battle from horseback, but the modern general receives and sends messages. Napoleon had a ââ¬Ëstaffââ¬â¢, officers who galloped off with written messages, the modern army has a ââ¬Ëgeneral staffââ¬â¢; the Prussian general staff was in Weberââ¬â¢s time regarded with pride one of the key institutions of the German empire ââ¬â it was in Weberââ¬â¢s terms a bureaucracy. As he also points out, not only government services but also political parties, churches, educational institutions, and private businesses, and many other institutions have ureaucracies. That is, they all have a professional staff for keeping records and sending communications which will be regarded, at least by other staff of the same institution, as authoritative directions. Bureaucracies are found in ancient Egypt, ancient Rome, in the middle ages (notably the bureaucracy that served the pope). Bureaucracy is a pervasive feature of modern societies, ever growing in import ance, Weber believed. Weber sets out an ââ¬Ëideal typeââ¬â¢ (see last lecture) for bureaucracy, characterised by an elaborate hierarchical division of labour directed by explicit rules impersonally applied, staffed by full-time, life-time, professionals, who do not in any sense own the ââ¬Ëmeans of administrationââ¬â¢, or their jobs, or the sources of their funds, and live off a salary, not from income derived directly from the performance of their job. These are all features found in the public service, in the offices of private firms, in universities, and so on. Let me comment on these points, starting with the ââ¬Ëeconomicââ¬â¢ features. There have in history been governments whose members made no distinction in resources, income, expenditure, etc. between public and private. In Europe in the middle ages, for example, ââ¬Ëjurisdictionââ¬â¢ was often as much a piece of property as a building or a horse. A kingdom might change hands as part of a marriage settlement. This was not true of jurisdiction and property in the Church, which did distinguish the prelateââ¬â¢s private property from that of his church, and did not allow jurisdiction to be inherited or transferred as property; it forbade ââ¬Ësimonyââ¬â¢ (buying and selling office in the church), and enforced celibacy to keep church office and property from falling into the patrimony of families. Weber also speaks of ââ¬Ëprebendsââ¬â¢ or ââ¬Ëbeneficesââ¬â¢ (terms used in the medieval Church), meaning an office to which is attached some income-yielding property, e. g. farm, or tithes, or tax-gathering rights, from which the office holder livesââ¬âbut this property does not belong to the beneficiary/prebendary and cannot be sold or bequeathed. The modern bureaucrat is even further removed from property: he or she does not have a prebend, but is paid a salary. For example, in ancient Rome when the army was called together the ââ¬Ëclassesââ¬â¢ were expected to come equipped to a certain standard at their own expense ââ¬â ââ¬Ëclassificationââ¬â¢ was a form of taxation. Soldiers were expected to bring money to buy food from the locals (when they did not take what they wanted by force); they got no pay or provisions. In modern educational institutions teachers do not own what they use (in medieval universities originally they did, and in fact each ââ¬Ëmasterââ¬â¢ owned a school which was a private business enterprise). ââ¬ËThe bureaucratization ofâ⬠¦ the universities is a function of the increasing demand for material means of managementâ⬠¦ Through the concentration of such means in the hands of the privileged head of the institute, the mass of researchers and docents (lecturers) are separated from their ââ¬Å"means of productionâ⬠in the same way as capitalist enterprise has separated the workers from theirsââ¬â¢, GM, pp. 23-4. In the modern army, public service, private firm, the equipment is provided by the organization partly because this is more efficient now that it is so elaborate and expensive. The modern bureaucrat is a full-time, life-time professional; this requires a sufficient salary and job security, because otherwise people will not stay in the job full ti me for life. Unless they do, the organization will not be efficient. It takes time and experience to learn the job, not so much because it is difficult to perform the particular task, but because it all has to be coordinated. An elaborate division of labour requires stability of staff. Because of the nature of bureaucratic work, and also perhaps because of the importance of training and coordination in the job, the bureaucracy wants educated recruits. Their education will be attested by some certificate (partly just to prove they have been educated, but also perhaps because a bureaucracy likes to work with clear impersonal criteria). Weber speaks of ââ¬Ëcredentialismââ¬â¢, the preoccupation evident in modern societies with formal educational qualifications. All these things ââ¬â credentials, fixed salary, tenure, stability of staffing, Weber incorporates into his ideal type. They are all required, he believes, for the efficient functioning of an administrative machine. Another feature is the impersonal application of general rules, both to the outsiders the organization deals with, and to its own staff. The Taxation Commissionerââ¬â¢s staff impersonally, objectively, apply the rules to the taxpayer, and their own duties and rights within the organization are defined by rules applied to them impersonally by their superiors. In Weberââ¬â¢s mind this is the most important feature of bureaucracy. It underlies the features we have been commenting on up to this point: bureaucrats do not own their equipment or their job, and receive a fixed salary etc. , because these things ensure reliable rule-following. In ESO he treats of bureaucracy under the heading of Types of Legitimate Authority. There are three types: rational, traditional and charismatic. Charismatic authority is regarded as legitimate, and works, because followers are personally devoted to the ââ¬Ëgiftedââ¬â¢ leader. Traditional authority is regarded as legitimate because everyone has always obeyed whoever was in the leaderââ¬â¢s position, and no one thinks of disputing his authority. Rational authority is the ââ¬Ërule of lawââ¬â¢: it exists in a community in which there is a moral attitude of respect for the law as such, or because the law has been arrived at in a way that is regarded as legitimate. Rulers are recognised and obeyed if they can show a warrant in the law. Bureaucracy obviously exists within such a framework: even in the bureaucracy of a private firm, subordinates want to be assured that orders are properly authorised. Bureaucracy is the most efficient way of implementing the rule of law: the legal rules are recorded, studied, and applied in a carefully considered and reliable way to individual cases. Why does Weber regard the rule of law as ââ¬Ërationalââ¬â¢? One possible answer is suggested by his statement that ââ¬Ëany given legal norm may be establishedâ⬠¦ on grounds of expediency or rational values or both, with a claim to obedienceââ¬â¢, SEO, p. 329. ââ¬ËExpediencyââ¬â¢ is, in Weberââ¬â¢s thinking, one of the two main forms of rationality, and ââ¬Ërational valuesââ¬â¢ is the other. So he is saying that law may be rational in either or both of those ways, and (therefore? ) claim obedience. Insofar as the law is rational, obedience is rational, and the rule of law is rational. In other places he emphasises the rationality of bureaucracy in precisely the first of those two senses. So let me explain the two senses more carefully. He distinguishes the ââ¬Ëzweckrationellââ¬â¢ from the ââ¬Ëwertrationellââ¬â¢, the ââ¬Ëgoal-rationalââ¬â¢ and the ââ¬Ëvalue-rationalââ¬â¢ (SEO, p. 115). ââ¬ËZweckââ¬â¢ means end, purpose, goal. Goal-rational behaviour is whatever course of conduct is well-adapted as a means to oneââ¬â¢s ends, whatever they may be; i. e. it is economic efficiency from the actorââ¬â¢s point of view ââ¬â given that these are my goals, and these are the resources available to me, what is the effective way of achieving these goals? The Nazi ââ¬Ëfinal solutionââ¬â¢ might be said to be rational if it really was an efficient solution to what its proponents saw as a problem, whether they were right to see it as a problem or not, and whether it was moral or immoral. And very often Weber writes as if the intelligent choice of means is all that rationality can be. But from time to time he says that the rationality of actions is not always determined by their effectiveness in furthering goals, but sometimes by some other sort of relation to values that are not goals, and that goals and other values also can be rational or irrational. For example, to tell a lie may be an effective means of furthering oneââ¬â¢s goals, but it may violate a moral value, a value that truth-telling serves in some sense other than as a means to achieve a goal; and truthfulness is not a goal, but a ââ¬Ëvalueââ¬â¢ of some other sort (we also ââ¬Ëvalueââ¬â¢ ultimate goals). So occasionally he distinguishes between ââ¬Ëgoal-rationalityââ¬â¢ ââ¬â effectiveness in serving oneââ¬â¢s goals whatever they are, rational or irrational ââ¬â and ââ¬Ëvalue-rationalityââ¬â¢, the rationality of goals (and not merely as means to some ulterior goal) and other values, and of actions in their relation (otherwise than as means) to some value. But only occasionally: often he treats rationality as synonymous with efficiency. And it is in this sense, I think, that he means that bureaucracy is rational in the following: ââ¬ËExperience tends universally to show that the purely bureaucratic type of administrative organizationâ⬠¦ isâ⬠¦ capable of attaining the highest degree of efficiency, and is in this sense formally the most rational known means of carrying out imperative control over human beings. It is superior to any other form in precision, in stability, in the stringency of its discipline, and in its reliability. It thus makes possible a particularly high degree of calculability of results for the heads of organization and for those acting in relation to it. It is finally superior both in intensive efficiency and in the scope of its operations, and is formally capable of application to all kinds of administrative tasksââ¬â¢, ESO, p. 337. Weber is thus not one of those who regard bureaucracy as synonymous with inefficiency: quite the reverse, it is the supremely efficient way of conducting administration. This is why is has been adopted by capitalistic firms, and in every institution. An institution served by a bureaucracy will out-perform its competitors, and prevail in the struggle for survival: bureaucracy has spread and continues to spread because of its survival value for social institutions. ââ¬ËWhen those subject to bureaucratic control seek to escape the influence of the existing bureaucratic apparatus, this is normally possible only by creating an organization of their own which is equally subject to the process of bureaucratizationââ¬â¢, GM, p. 38 ââ¬â because they canââ¬â¢t beat a bureaucracy except with the aid of another one. (This is the theme of the book on Political Parties by Weberââ¬â¢s protege Roberto Michels; his book shows how the Marxist Social Democratic Party, despite its belief in internal democracy, had become thoroughly bureaucratized and undemocratic. Later Trotsky explained Stalinism as a ââ¬Ëbureaucratic deformationââ¬â¢ of Marxism. ) Just as Adam Smithââ¬â¢s pin makers who divide their labour will make more pins and sell them more cheaply than their ld-fashioned competitors, and will drive them out of the market, so an army with a general staff, a government with a bureaucracy, a pope with a chancery, a firm with an efficient office, will prevail over their competitors. Bureaucracy is in fact the division of labour applied to administration, and bureaucracy occupies the same place in Weberââ¬â¢s account of the development of modern civilization as division of labour in general occupies in Adam Smithââ¬â¢s account. For Weber this species of division of labour is more fundamental than the others because it initiates and orders other divisions of labour. Instructions come to the factory floor from the office. Just as Adam Smith saw division of labour in general as the cause of progress toward modern, generically commercial, society, so Weber sees bureaucracy as one of the most important causes of the development of capitalism specifically. He points to many cooperating causes (see Collins), and in The Spirit of Capitalism puts some emphasis on the moral causes ââ¬â on the factors that made people strive for ever increasing profit, and to use their profits not for consumption but for further investment. But among the causal factors he often mentions the adoption of rational accounting methods: no amount of will to make a profit, or willingness to invest, would have had the desired result if investment and management had not been guided by systematic accounting, carried on of course increasingly by a bureaucracy. Once some began to be systematic others had to follow suit or go under. Labourers were ââ¬Ëseparatedââ¬â¢ from the old-fashioned means of production by the superior effectiveness of production guided by systematic accounting ââ¬â they could get a better living as employees. Capitalists adopted machinery and other innovations when their bureaucracy analyzing the possibilities of investment found that such innovation would be profitable. In fact a bureaucracy finds its own capitalists. As modern Weberians have pointed out, modern firms are run, not by owners, but by their managers, who often initiate the issuing of shares to raise capital, or seek loans or investments. But although Weber regards bureaucracy as supremely efficient, he regards its inevitable triumph with distaste. Paralleling the distinction between ââ¬Ëgoal-rationalââ¬â¢ and ââ¬Ëvalue-rationalââ¬â¢ (and perhaps the same distinction in other words) is a distinction between ââ¬Ëformalââ¬â¢ and ââ¬Ësubstantiveââ¬â¢ rationality. Society is ââ¬Ëformallyââ¬â¢ rational when things are organized to maximise the attainment of peopleââ¬â¢s goals, whatever they are. But it may be formally rational without being ââ¬Ësubstantivelyââ¬â¢ rational, because this organization is inimical to values rationally paramount over the goals actually served. One of these values is personal freedom, to which bureaucracy is inimical. The quality which best guarantees promotion [in a bureaucracy] is a measure of pliancy toward the apparatus,â⬠¦ of ââ¬Å"convenienceâ⬠for his superiorââ¬â¢, ES, p. 1449. Socialism would mean one unified bureaucratic system: at least now there are alternative and competing bureaucracies; see ES, pp. 1402-3, 1453-4, and Beetham, pp. 82-9. So for Weber bureaucracy occupies the place capitalism has for Marx, of the admired enemy, spreading inexorably throughout the world and into every department of life. But Weber foresees no ââ¬Ëdeath-knellââ¬â¢. Bureaucracy is inescapable. But Weber does not believe that there is no point in resisting the inevitable. He was himself politically active, in a despairing kind of way ââ¬â he did not expect to have success, but he went on ââ¬Ëresolutelyââ¬â¢, like a Stoic. Weber as politician takes his stand on certain values although (as a scientist) he cannot rationally justify them, and takes ââ¬Ëresponsibilityââ¬â¢ for organising action aimed at realising those values although he knows that action may fail. Weber contrasts the status honour of the bureaucrat with the responsibility of politician; see ES, pp. 1403-4, 1417, 1438. If a bureaucratââ¬â¢s superior gives him a directive he considers wrong he should object, but if the superior insists ââ¬Ëit is his duty and even his honour to carry it out as if it corresponded to his innermost convictionââ¬â¢, On the other hand ââ¬Ëthe politician must publicly reject the responsibility for political actions that run counter to his convictions and must sacrifice his office to themââ¬â¢. A genuine political leader will be ready to accept responsibility for morally dubious action, since the different parts of our value system are irreconcilably in conflict; GM pp. 118-28, 147ff. ââ¬ËThe essence of politics is struggleââ¬â¢ (ES, pp. 1415, 1450) to attain power; political leaders must be selected through competitive struggle. They will enter parliament only if that is the way to real power; see ES, pp. 1409, 1414, 1420-1, 1450. As stated by Merrill (2002) the learning phase has segregated there in four phases like activation of prior experience, demonstration of skills, application of skills and integration of these skills in case of real-world activity. All the skills are important for students as the learning cycle based on the principles of the facilitated foundation of knowledge those outcomes in a strategic approach which demonstrate better chances for leaning system (Merrill 2002). Existing knowledge needs to be found the new knowledge programs and through the demonstration of learner better facilities can be gained by the students or learners. Analysis of the identified problem is the basic goal of this segment. Identify the learning outcome and provide demographical presence during the phase is the most effective scenario for this model. As mentioned by Molenda (2003) the model also instructs the methods and activities that provide better results in development. In case of development use of audio, of the use of photography is the main aspect and that develop the better extension of learning during the course. Implementation of the learning tools and procedures are also important. Learning management team has to take care of that situation. In due course he arrived there and found that the princess of Bekhten was under the influence of some evil spirit, which he was powerless either to exorcise or to contend with in any way successfully. When the king of Bekhten saw that his daughter was in no way benefited by the Egyptian scribe, he dispatched his envoy a second time to Egypt with the petition that the king would send a god to heal his daughter, and the envoy arrived in Thebes at the time when the king was celebrating the festival of Amon. As soon as the king, had heard what was wanted he went into the temple of Khonsu Nefer-hetep, and said to the god, "0 my fair Lord, I have come once again into thy presence [to entreat] thee on behalf of the daughter of the Prince of Bekhten"; and he entreated him to allow the god Khonsu to go to Bekhten, and said, "Grant that thy magical (or saving) power may go with him, and let me send his divine Majesty into Bekhten to deliver the daughter of the Prince of that land from the power of the demon." Court Decision With Justice Stevens writing the majority opinion, the Court decided 6-3 that the Alabama law providing for a moment of silence was unconstitutional. The important issue was whether the law was instituted for a religious purpose. Because the only evidence in the record indicated that the words or prayer had been added to the existing statute by amendment for the sole purpose of returning voluntary prayer to the public schools, the Court found that the first prong of the Lemon Test had been violated, i.e., that the statute was invalid as being entirely motivated by a purpose of advancing religion. In Justice OConnors concurring opinion, she refined the endorsement test which she first described in: The endorsement test does not preclude government from acknowledging religion or from taking religion into account in making law and policy. It does preclude government from conveying or attempting to convey a message that religion or a particular religious belief is favored or preferred. Such an endorsement infringes the religious liberty of the nonadherent, for [w]hen the power, prestige and financial support of government is placed behind a particular religious belief, the indirect coercive pressure upon religious minorities to conform to the prevailing officially approved religion is plain.At issue today is whether state moment of silence statutes in general, and Alabamas moment of silence statute in particular, embody an impermissible endorsement of prayer in public schools. [emphasis added] This fact was clear because Alabama already had a law that allowed school days to begin with a moment for silent meditation. The newer law was expanded the existing law by giving it a religious purpose. The Court characterized this legislative attempt to return prayer to the public schools as quite different from merely protecting every students right to engage in voluntary prayer during an appropriate moment of silence during the school day. Significance This decision emphasized the scrutiny the Supreme Court uses when evaluating the constitutionality of government actions. Rather than accept the argument that the inclusion of or voluntary prayer was a minor addition with little practical significance, the intentions of the legislature that passed it was enough to demonstrate its unconstitutionality. One important aspect to this case is that the authors of the majority opinion, two concurring opinions, and all three dissents agreed that a minute of silence at the beginning of each school day would be acceptable. Justice OConnors concurring opinion is notable for its effort to synthesize and refine the Courts Establishment and Free Exercise tests (see also Justices concurring opinion in ). It was here that she first articulated her reasonable observer test: The relevant issue is whether an objective observer, acquainted with the text, legislative history, and implementation of the statute, would perceive it is a state endorsement... Also notable is Justice Rehnquists dissent for its effort to redirect Establishment Clause analysis by abandoning the tripartite test, discarding any requirement that government is neutral between religion and irreligion, and confining the scope to a prohibition on establishing a national church or otherwise favoring one religious group over another. Many conservative Christians today insist that the First Amendment only prohibits the establishment of a national church and Rehnquist clearly bought into that propaganda, but the rest of the court disagreed.

The Rise And Decline In Teenage Suicides Psychology Essay Teenage suicides are devastating, not only to the victim, but to families, friends and all who knew the victim. Statistical data show the rise and decline in teenage suicides ages 15 to 24 as far back as 1952. The causes, symptoms, risk factors, are all factors. Studies indicate that young men commit suicide at a higher rate than young women. There are economical as well as social surroundings that play a major role in placing teenagers at a higher risk of suicide. Researchers are finding that medical conditions undiagnosed or left untreated, is contributing to the rates of teenage suicides. Other researchers are finding that warning signs are going unnoticed and with the assistance of schools workers, doctors, and peers and above all, parents, watching for such signs can make a dramatic change in the rates of teenage suicides. Appropriate funding for prevention programs, family as well as school interventions can make a difference between life and death in a teenager who may be cons idering suicide. The purpose of this paper is to explore the causes and prevention programs for teenager suicides between the ages of 15 and 24. The different ways gender, age, and society can influence a teenagers thoughts of suicide is also explored. I will show various warning signs and symptoms teenagers feel when contemplating suicide (Andrews, Tanya David, 2005). The overall purpose of my research is to examine the prevalence of teenage suicides between the ages of 15 and 24. Various studies indicate that economical as well as social problems play a role in teenagers trying to commit suicide. It seems the lower the socioeconomic state, the higher the risk for teenage suicides (Brown, 2001). Other studies indicate that warning signs and symptoms are going unnoticed or untreated. Family histories, drugs, alcohol abuse, all play major roles and school workers, doctors, teachers, parents and so forth all need to be able to recognize and diagnosis such problems and try and reduce teenage suicide rates (Brown, et. al, 2007). Literature Review Many authors agree that social economic status affects the overall suicide rates among teenagers. They also agree that rural areas, sparsely populated areas in communities that have experienced historical trauma and cultural losses (Brown, 2001; Brown, Wyman, Brinales, Gibbons, 2007; Miller Eckert, 2009). Brown (2001) states that upheavals in the economy, job losses and social as well as loss of traditions will only increase suicide rates in teenagers. This author does not mention in his article whether or not economical influences play a role in teenage suicides. Individuals or THE RISE AND DECLINE IN TEENAGE SUICIDES 4 teens living in the lowest socioeconomic areas are more than five times the risk of suicide compared to others (Brown, 2001). Many authors agree that school based curriculum programs, prevention programs, school personnel training involving teachers, screening programs and community involvement are essential tools in preventing teenager suicides. They also agree on the percentage of teenage suicide rates and look at risk factors, warning signs and symptoms (Joe Bryant 2007; Kutcher, 2008; Miller, Eckert, 2009). Joe and Bryant (2007) and Kutcher (2008) also believe that screening of school-aged children can assist in identifying early risk factors and allow for intervention and prevention treatment. Brown 2001, Kutcher, 2008 and Wyman, Brinales and Gibbons (2007) agree that risk factors involving family histories of suicidal attempts, teenagers being exposed to drugs, alcohol, feelings of hopelessness, depression and mental disorders are risk factors that should be diagnosed and treated as a way in prevention methods. Miller and Eckert (2009) believe that factors leading to a decision to commit suicide are triggers such as mental illness, emotional, family turmoil and so forth. Other authors took a look at antidepressants that physicians and prescribe to teenagers for depression and the side effects that could take place (Barlas, 2007; Brent, 2007, Dockasi, 2009; Wagner 2007). All three discuss the Food and Drug Administration, (FDA) and the black box warning labels that are now required to be placed on labels indicating the potential risk of suicide due to the side affects of antidepressants. Teenage suicides are a major public concern in nearly every country. Suicides account for nearly 3% of all deaths, and are the third leading cause of death in teenagers. High school THE RISE AND DECLINE IN TEENAGE SUICIDES 5 students surveyed indicated that 9% have considered suicide and 2.6% have attempted suicide (Brown, et. al, 2007). Discussion Statistics of Suicide According to the World Health Organization, (WHO), teenage suicides have been on the rise from 1952 to 1992. Teenage suicides are the third leading cause of death in teenagers ages 15 to 24, and young men commit suicide successfully at a higher rate than women in over 30 countries. From the 1950s through 1998, youth suicide rates in the United States have nearly tripled (Brown, et al, 2007). Some reasons for such a trend are the loss of traditions, support, and teenagers can no longer rely on their parents as role models. This data indicates that mental illnesses are more prominent now in teenagers and is approaching 20% , compared to 10-12% in the 1960s (Brown, 2001). Suicide Attempt One such case is when an 8th grader stood at the edge of a concrete bridge looking down to the bottom some fifty feet below. All he knew was that he wanted to die; he extended his arms, took a deep breath and leaned forward. In an instance it could have been all over, expect for a stranger grabbing the young man around the stomach and pulling him to safety just seconds before he would have succeeded in committing suicide. Looking back, after receiving the necessary mental health diagnosis, he didnt regret what he tried to do, but he came to understand that what made him do such a thing was what he now understood to be a THE RISE AND DECLINE IN TEENAGE SUICIDES 6 mental illness. He knew he really didnt want to die, but something kept pushing him on, finally with help of a stranger and the right care, this young man can receive treatment for his illness and can live a long and productive life (Henick, 2010). Suicide Deaths Compared to Regular Medical Conditions The Center for Disease Control and Prevention (CDC), in 2004, reported a 300% increase in suicides rates. Rates for teenagers 15 to 19 year olds increased 11%. Teenagers ages 10 to 14 showed an increase in suicides rates of 100% (Andrew, Tanya, David, 2005). In 1996, some basic facts are that teenagers died from suicide more than cancer, heart disease, AIDS, birth defects, stroke, pneumonia and influenza, and chronic lung disease combined. Nearly one in five high school students have seriously considered a suicide attempt during the preceding school year, and three students made genuine suicide attempts within the last year (Andrew, et al, 2005). There are many risk factors that can influence why a teenager may want to commit suicide and these include, age, gender, cultural and social influences, mental illness, recent losses, family histories of suicides, prior suicide attempts, peer pressure, family violence, sexual violence and so forth (Kutcher, 2008). One such risk factor is the access to the means. Teenagers in the United States succeeded in killing themselves at a rate of 2.5 % due to the easy access to guns at home or from their peers. Suicides by means of guns has increased at a more rapid pace than any other methods used, such as hangings, drugs, and so forth (Brown, 2001). THE RISE AND DECLINE IN TEENAGE SUICIDES 7 Effects of Social and Economic Pressures Teenagers are not immune to the economical state or their social surroundings and the effect it has on their way of thinking or looking at the future. Teenagers surveyed in one study showed results that indicated the lower the socioeconomic status, the higher the risk for teenagers and showed that they had more than a five time risk of committing suicide (Miller Eckert, 2009). Upheavals in the economy have caused undue stress in young people and are making them feel as though they are unable to cope (Brown, 2001). Studies have shown that have linked socioeconomic factors and suicide risks to sexual orientation, social disadvantages, sexual abuse, and so forth. Over 90% of victims found to have at least one mental health disorder (Kutcher, 2008). Teenagers being exposed to alcohol, drugs and other substance abuses are at a greater risk of committing suicide. Hopelessness and suffering, depression, and mental disorders are going undiagnosed or untreated. Separation or divorces of parents causes undue stress on teenagers (Miller Eckert, 2009). Warning Signs and Treatments The U.S. Food Drug Administration, (FDA). In 2003-2004, the FDA issued a public warning that antidepressants could trigger suicidal thoughts and behaviors in teenagers 20 and under after taking the drugs for a minimum of 2 months. The Journal of Medical Association, (JAMA), looked at 5,310 children and teenagers and found that children taking antidepressants added a risk about 2 in 100 of experiencing worsening suicidal feelings above what they had been feeling (Barlas, 2007). The FDA, ordered that THE RISE AND DECLINE IN TEENAGE SUICIDES 8 antidepressant drugs needed warning labels indicating young people are 4% more likely to exhibit suicidal intentions if taking these drugs. The black box warning labels should included in the medications bottle stated an increased risk of suicide may accompany the use of these antidepressants and the black box warnings were placed on the inserts of all antidepressant medication and warned doctors to watch patients closely (Barlas, 2007; Brent, 2007; Dockasi, 2009; and Wagner, 2007). There are many warning signs that family members, friends, and school officials can be made aware and to look for in a teenager contemplating suicide. A very significant sign is the teenager tried to commit suicide previously; mood changes; giving away personal belongings; depression; great sadness; feeling of isolation; withdrawing from family, friends, peers; eating habits; turning to drugs and alcohol, and harming themselves to list a few. Common circumstances are linked to reasons why teenagers are committing suicide. The feelings of being rejected by family, friends, peers, failure and disappointment in oneself, emotional and family turmoil can lead a teenager to look for a permanent solution, such as suicide, since they cannot remedy the problems themselves. Many teenagers do not know they are suffering from a mental illness which could be causing their thoughts and feelings and by diagnosing and treating teenagers with mental illness. There can be a reduction in the deaths of teenagers and continue the downturn in statistics (Shaffer Cowdry, 1999). Studies have shown that have linked socioeconomic factors and suicide risks to sexual orientation, social disadvantages, sexual abuse, and so forth. Over 90% of victims found to have at least one mental health disorder (Kutcher, 2008). There are various causes that could be contributing to teenagers committing suicide. Preventions of Suicide Curriculum school based prevention programs involving support of staff, screening of students and training teachers of what to look for in a troubled teenager. Involving peers and the community are areas that can also bring awareness to teenagers in need (Andrew, et al, 2005). Prevention programs involving specific information need to be provided directly to students that focus on warning signs and teaching peers how to talk with another teenager contemplating suicide. Knowledge is power and the more knowledge teenagers are about suicide, the better the results will be (Miller Eckert, 2009). Physicians or primary care doctors are key individuals in being able to diagnosis a trouble teenager. They are the first choice of contact that many teenagers want to contact in times of distress. Physicians treating teenagers need to be well educated and know the warning signs and give proper treatment (Kutcher, 2008). One such study analyzed prescription data for antidepressant medications used by teenagers and found that Lithium actually reduced the rate of both completed suicides and suicide attempts in teenagers diagnosed with bipolar disorder (Steele Doey, 2007). THE RISE AND DECLINE IN TEENAGE SUICIDES 10 Many schools are now using screenings for school-age children in an effort to identify teenagers at risk and can assist in identifying early risk factors and allow for intervention and prevention treatment (Joe Bryant 2007; Kutcher, 2008; Miller Eckert, 2009). School psychologists have an ethical and legal responsibility to prevent teenage suicides whenever possible. These psychologists play a vital role in school-based suicide prevention (Miller Eckert, 2009). There are many ways that state governments, public involvement and schools, colleges, healthcare providers and officials can make a difference in the overall teenage suicide rates. The National Governors Association, (NGA), produced a list of recommendations to assist in reducing teenage suicides. They suggest increasing public awareness, creating state prevention plans, establishing school-based prevention programs (Henick, 2010). The Centers for Disease Control and Prevention, 2008, surveyed students in grades 9-12, and found that 14.5% of teenagers in the U.S. have seriously considered suicide in the past 12 months; 18.7% of teenagers were females; 10.3% of those teenagers were males; 11.3% of teenagers made a plan about how to commit suicide. Another result was that 6.9% of teenagers made at least one attempt that resulted in injury and required medical treatment (Miller Eckert, 2009). THE RISE AND DECLINE IN TEENAGE SUICIDES 11 The Presidents New Freedom Commission on Mental Health (2003) and the Childrens Mental Health Screening and Prevention Act of (2003), target teenagers who are at risk for suicide. Research has shown that when asked, a teenager will commonly state whether or not he or she is contemplating suicide. Many states now require that schools provide suicide prevention and management. There are three categories of the programs are, curriculum programs, in-service training for teachers and staff, and school-wide suicide screenings of school aged children (Joe Bryant, 2007). In 2003, President Bush authorized 82 million dollars over a three year period by passing a new law aimed at preventing suicides among teenagers and young people. The new law provided states, colleges, universities and other agencies with grant money to start suicide prevention and intervention programs. The Presidents New Freedom Commission on Mental Health, (2003), established screening of children, looking for mental illness, establishing community-based treatment and training for child care professionals in an attempt to stop suicides in teenagers (Joe Bryant, 2007). Laws Enacted The U.S. Congress and Surgeon General passed prevention acts with a main priority for 2010, aiming at addressing and trying to change statistical teenage suicide attempts currently at 2.6% down to 1%. Addressing antidepressants medications and psychosocial programs involving intervention will be done through research to determine hat strategy would be most effective (Brown et. al, 2007). THE RISE AND DECLINE IN TEENAGE SUICIDES 12 Conclusion Our children are our future. Studies that have shown suicide rates among our teenagers over the years have been at epidemic levels. There is a great need for federal, state, and local government involvement. Schools, universities, parents, communities and so forth, need to become aware of the causes, symptoms and address the teenagers needs accordingly. Reducing teenage suicide rates will be challenging, but by identifying risk factors, intervention and preventive treatment programs, funding and practices will definitely make a difference. Ending teenage suicides should be an attainable goal.

Reflective Response: Analyzing Gender Roles Gender Bias is still very evident in our society and I believe it is also still present in Fairy tales. Despite how far we've come in equality between genders, children's fairy tales still tend to advertise the gender bias and stereotypes set upon men and women. Many of these stories depict their male heroes as powerful, tough, and dominant, and their female counterparts as selflessly dedicated and submissive damsels in distress. Children absorb these messages from a very young age, through their exposure to fairy tales in media such as storybooks, children's films andTV shows. These messages give them the impression that the only way to be happy is to fulfill the traits of the ideal male/female figure. Little girls frequently dream of becoming the beautiful princesses while little boys strive to be the mighty brave knights, warriors and fighters.
